A Concept Note on the Technical Assistance Support to the FP HIP Implementation at Regional Levels
Background
- The National Objectives for Health serves as the framework to support the achievement of the Universal Health Care Law [2019]
- Specifically, it has identified goals on the improvement of health service delivery to reduce maternal morbidities and mortality as well as ensuring the reduction of unmet family planning needs among all women of reproductive years.
- It aims to achieve a reduction to 90% maternal mortality ratio by 2022; a 30% increase in modern contraceptive use (mCPR) among all women of reproductive age; and an adolescent birth rate of 37/1,000 females aged 15 – 19 y/o.
Based from current available data, the following reflects the current status of these indicators:

Specific strategies were identified to ensure that efforts in the implementation of the various SRH programs are geared towards the achievement of the NOH program goals and objectives.
- In the National Family Planning Costed Implementation Plan Report [2021], Five High Impact Practices (HIPs) were being emphasized by the national DOH under the Disease Prevention and Control Bureau to push forward the agenda of “Zero Unmet Need for mFP.” The High Impact Practices on Family Planning highlights:
- Post-partum Family Planning interventions;
- Reduction in Stock-outs of FP Commodities;
- Mobile FP outreach missions;
- Social Media Campaigns (Demand Generation);
- Public Sector Availability.
- Continuous monitoring of these Family Planning High Impact Practices would contribute to increasing and sustaining the mCPR levels thereby resulting to reduction in unmet mFP needs and reduction in maternal morbidities and mortality ratio.
- In January 2022, the UNFPA has commissioned the Philippine Society for Responsible Parenthood to initiate a project: Sexual and Reproductive Health (SRH) Surveillance Watch that offers real time tracking of FP HIP.
- It aims to:
- SRH Watch aims to enhance the tracking and reporting of priority (high impact) FP and MH program indicators of LGUs
- SRH Watch will develop a practical and real time tracking process or surveillance system for identified FP and MH program indicators in sentinel sites or priority target areas by using or developing existing available methods and technologies
- Data that will be presented can be used by program managers (at all levels) to discuss actionable points as technical assistance to address key operational issues captured in the surveillance system
- The initiative provides an opportunity for Centers for Health Development (Regional Offices) to monitor and offer immediate interventions to address operational bottlenecks.
- This project will be pilot tested in two Regions (Regions 8 and 5).
Objective of this TA Plan
To document and provide technical assistance to selected Regional Health Offices [CHDs] in the conduct of monitoring and provision of regional assistance to improve and sustain the Family Planning High Impact Practices in pilot sites.
Methodology
Review and analyze the current FP HIP performance of the two selected Regional Health Offices [Data from the DOH Family Planning Estimated Tool FPET]
- Engage the Regional FP Program Coordinators to:
- Conduct an Orientation to the Regional Offices and LGUs to discuss the status of FP HIP and clarify on how the regions are supporting LGUs in ensuring that the five FP HIP strategies are implemented; Clarify areas that require technical assistance from the national level
- Discuss the current regional workplans and determine regional plans providing technical assistance along the areas of the FP HIP strategies;
- Identify and prioritize the provinces that needs additional technical support and assistance; Determine technical support provided to the pilot province
- Synchronize the monitoring of FP HIP with the SRH Surveillance Watch to get real time data on status of FP HIP performance;
- Conduct monthly regional project meetings (together with LGU participants) to discuss FP HIP performance in the pilot provinces and identify technical assistance to resolve operational bottlenecks where appropriate.
- Document the implementation of regional technical assistance towards improving FP HIP strategies in the pilot areas.
Expected Output
- Progress reports on status of regional monitoring and provision of technical assistance to the identified pilot areas
- End of Project Report on the overall Regional Assistance towards sustaining and improving FP HIP in the selected pilot provinces.
